Unfortunately, thefts are an everyday occurrence in this world. However, it’s amazing how these officers were able to connect the dots, which led them to an international, multi-agency investigation.
In November 2011, two front-line police officers realized they were investigating very similar distraction-style thefts occurring in different locations throughout the region. Suspects would target jewelry stores, convenience stores and even senior citizens. As one suspect distracted the victim, others would steal valuables and leave the scene. The suspects included men and women, and in some cases, the women were concealing stolen goods inside their long skirts.

 

The investigation focused on a house in Pickering, where newcomers from Romania would arrive, apply for refugee status and social assistance, then learn the trade. Project Mansfield was born, resulting in the dismantling of an international smuggling and theft ring across Ontario and Quebec. In total, 34 suspects were arrested or identified and 263 charges were laid. This investigation identified more than 400 people associated to this organized crime ring and caught the attention of international agencies, including senior U.S. government leaders. It also identified more than $2 million defrauded from social assistance programs in the GTA.

 

Project Mansfield involved 13 public safety agencies from around the world and is the largest investigation of its kind in Durham Region. The DRPS was recognized in the House of Commons for this outstanding achievement, proving, once again, Nothing is Beyond Our Reach. Great Investigative Work!
